Benefit/Risk Balance or What?

What are the right words? There is certainly one inappropriate one which is benefit/risk ratio, because there are no identical units, and it is not a ratio.

However, there are multiple terms in use:

• Risk/benefit balance
• Benefit/risk balance
• Risk/benefit evaluation
• Benefit/risk evaluation

Some people say that these favour the drug because it implies that the benefit is more certain, while the risk is something which may or may not happen. Therefore they use the word ‘harm’ instead:

• Harm/benefit balance 
• Benefit/harm balance
